I'm gonna try and do a tutorial myself for once 
Tilt shift pics have changed from the original meaning, and took on a new look. To make a photo appear to look like it was shot as a miniature model of the actual pic. I think it's a neat look so I though I'd share.
Here is the pic I am starting with. Santorini, a town in Greece. It's important to find a pic that is taken from a higher elevation, but also is at an angle.
First thing you need to do is click the letter Q. This will activate the Quick Mask option.
Then select your Gradient tool.
Make sure the selection is on Reflection.
Draw a fairly short line from just below the point you want as the focal point to just above it. The place above and below will be blured. Some pics need longer lines then others, so it depends on the pic.
Should look like this after.
Now click the letter Q again to turn off Quick Mask, and you should have selection boxes that pop onto the pic.
At the top go to Filter, then Lens Blur.
The only thing you need to change is the Radius. It varies from pic to pic, so change it to what you think looks best, then clock OK.
Now you need to add an adjustment layer by clicking the "add adjustment layer" icon.
Add "Hue/Saturation"
The only thing you really need to change is the Saturation. Again, differs from pic to pic, but usually you need to raise it to +30 - +60.
Then thats it. Here's my final from that original...
It's not anything that can be used a lot, but it is something different that can make some bland pics look kinda cool
