I made this from scratch.. used a few brushes just to take form of flames.. weren't really special brushes but did the trick.

Not too bad... but you could just take a pic of clouds and do the same thing with a ton less work. If you aren't using it... I don't see why doing it. But it turned out nice.

well I was bored but not only that I was working on making a flaming meteor.. I can shape the flame however I want.

Depends on your specs...

Whichever one doesn't require that great of a computer will do, I'm not after a specific Photoshop.

I got a free trial of the latest Paint Shop Pro, but I don't think it can do all the things Photoshop can.

PSP can do almost everything PS can do... if you know how to use it. It just takes a lot more work.

Best bet is to go to Adobe.com and get the trial of PS CS5..... you can "purchase" it after the trial is over.
