Maynard meant softer in meaning, yes. A Perfect Circle is more hard rock whereas tool is a deep metal, and tool's song meanings are also a wayyyy deeper mindset than APC's songs. He also has a third band called Puscifer, which is just solely for the purpose of making catchy songs that have very little meaning. They're ok, but not nearly as good as Tool or APC.
