I do wanna add..... Yes, he hacked, and yes he is banned and should be banned....

But it's been shown his ip NEVER changes. When it comes down to it, the admins of servers are also at fault also for not banning him the 1st time when sketch caught him and posted. If all the admins would have done a ban, we wouldn't even have this post.
